Hello, your question really interested me. It is true that sometimes pest repellents do not work, but there are hundreds of reasons why this happens, from improper installation (not enough range) to counterfeiting of the product. But my experience with the pest repellent has been very positive. I live on the outskirts of town in a private home and we are constantly getting different types of insects in the house as well as mice. My father gave us an insect repellent which is plugged in and can additionally serve as a nightlight. And the very night we turned it on we clearly noticed fewer insects, we could say it was an accident, but further use of the pest repeller showed that it really works and helps. So I can safely recommend the pest repeller https://www.crioxen.com/products/ultrasonic-plug-in-pest-repeller-by-b223
They also have a portable repellent and in general the products are very good quality for not much money. So I recommend trying it, it seems to me a good and effective way, I personally checked.

I have used few repellers to get rid of skunks. There were a lot of skunks in our garden and we tried a lot of techniques to get rid of them. Repellers worked well for few weeks and again they started entering the garden. They were really out of control. They damaged our garden completely. They burrowed holes in our garden and our garden looked awkward. At last we contacted Skunk removal service Markham http://removethewild.com/service-areas/markham/ and they set trap in our garden. The next day they got caught and they took them with them. So I am not very comfortable with the repellers. Traps are more effective than repellers.

Ouch, yeah, I'm with Murphy on this one. Your county extension office may have some tips for you. Here's a link to a mapper to find contact information for your local office: http://npic.orst.edu/pest/countyext.htm. You click on your state, then scroll through the list to find your county. It then lists a phone number as well as the extension's website.

Its not a topic I'm familiar with, but I'd recommend reaching out to your local extension office.
